Official Invitation

Request for Expressions of Interest for Consultancy Services

The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS) in collaboration with the Federal Ministry of Power (FMP), has received financing from the World Bank toward the cost of implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds to finance the engagement of a Consulting Firm for the Hydropower Public-Private Partnerships (PPP) Process and Guidelines Review.

The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. The FGN through the development of a Hydropower Master Plan (HMP) seeks to increase collaboration between the FMWR&S and the FMP to attract private investment and partnerships in the hydropower sector.

Purpose of the Assignment

The consulting services ("the Services") seek to engage a qualified and competent consulting firm ("the PPP Advisory Firm") to assess the applicability and effectiveness of Nigeria's existing PPP legal, regulatory, and institutional frameworks as they apply to hydropower project development, and to provide recommendations for their enhancement, subject to the approval of the Infrastructure Concession Regulatory Commission (ICRC).

The assignment will further support institutional capacity building for relevant stakeholders to strengthen readiness for effective implementation of the Hydropower Master Plan.
